FIQ collective agreement 2024-2028: where to read it and what it contains
The official text is on the CPNSSS website. Term, job titles covered, salary increases and the article number for each subject.
The FIQ national collective agreement is in force from December 15, 2024 to March 31, 2028. The CPNSSS (the bargaining committee for the health and social services network) publishes the text. This guide tells nurses where to read it and which article to look up. It applies to male nurses too.
Where to read the official text
The CPNSSS gathers all the agreements of the network on the page Conventions collectives et ententes. Under "Conventions collectives 2024-2028", the link "La version administrative des conventions collectives nationales" leads to the FIQ PDF.
The administrative version is a document with tracked revisions. The old text and the new one sit side by side. Its first update is dated June 6, 2026 and covers article 6, on union leave. Paragraph 1.19 states that only the French version is the official text.
The parties, the signing and the term
The agreement was concluded between the CPNSSS and the Fédération interprofessionnelle de la santé du Québec (FIQ). Its summary table gives three dates: signed on December 5, 2024, in force on December 15, 2024, expiring on March 31, 2028.
Who it covers
Paragraph 1.01 defines the employee as any person included in the certification unit. The text covers the category of nursing and cardio-respiratory care staff. The network's job title nomenclature, version of September 15, 2026, places the following titles, among others, in this category:
- nurse, clinical nurse and nurse practitioner (IPS)
- licensed practical nurse (nursing assistant in Quebec) and licensed practical nurse team leader
- respiratory therapist
- clinical perfusionist
- candidate to the profession and nursing extern
Other unions have their own national agreement with the CPNSSS, among them the FSSS-CSN, the SCFP, the SQEES and the APTS. Your institution and your bargaining unit determine which one applies to you.
National and local
The Act respecting the process of negotiation of the collective agreements in the public and parapublic sectors (chapter R-8.2) splits the subjects in two. Its section 44 assigns to the national level everything not reserved to the local level. Its section 58 refers to Schedule A.1, which lists 26 subjects negotiated in each institution.
Schedule A.1 includes the notion of position, the probation period, temporary assignments, voluntary transfers and the arrangement of work hours. Statutory holidays and vacation are also on it, "à l'exclusion des quanta et de la rémunération" (excluding the amounts and the pay). The number of days is therefore in the national text, and the way to take them is in the local provisions, held by your local union and your institution.
