Working in a private seniors' residence (RPA): the requirements

The 4 categories of RPAs, the training required of attendants before hiring and in the first year, criminal record checks and the upcoming regulation.

· By the Agent Santé editorial team · Lire en français

Quebec has 1,616 private seniors' residences (RPA), according to the regulatory impact analysis of the Department of Health and Social Services (MSSS) and Santé Québec dated February 3, 2026. Working in a private seniors' residence in Quebec means working for the residence operator, a private employer. The patient care attendant who works there must meet the requirements below.

What an RPA is

The Act respecting the governance of the health and social services system (section 557) requires an authorization from Santé Québec to operate a private seniors' residence. It rents rooms or apartments to a clientele mainly made up of people aged 65 and over. The operator also offers services from at least two categories: meals, personal assistance, nursing care, domestic help, security or recreation.

The February 3, 2026 impact analysis places the 1,616 residences in 1,339 buildings.

The four categories of residences

The Regulation respecting the certification of private seniors' residences (section 1) sorts residences into four categories. The work of the staff changes from one category to the next.

CategoryClientele and services
1Independent seniors, non-profit residence, at least 2 categories of services among meals, domestic help, security and recreation
2Independent seniors, for-profit residence, same services
3Semi-independent seniors, with at least one personal assistance or nursing care service
4Seniors with a moderate to severe loss of physical or cognitive functional autonomy, with personal assistance services and nursing care

Under section 2, personal assistance services include help with eating, hygiene care, dressing or bathing, as well as the administration of medication.

The personal assistance attendant

The patient care attendant goes by another name here. Section 27 calls any person who provides these services in the residence a "personal assistance attendant", except a member of a professional order in the health field.

Before starting work, this attendant must meet one of the conditions of section 29:

  • Hold a DEP in assistance to persons in health care facilities or at home
  • Have completed an attendant training from a school service centre and obtained an official document confirming five competencies
  • Have obtained from a school service centre a document confirming one year of full-time studies in nursing or practical nursing, or 3 years of full-time experience as an attendant

For the experience count, one full-time year equals 1,664 paid working hours. The network diploma is described in our article on the DEP in assistance to persons.

Training in the first year

Section 28 gives the attendant 1 year after starting work to pass two training courses and hold the certificates:

  • A first aid course given by an organization recognized by the CNESST (Quebec's labour standards and workplace safety board), or a course of at least 16 hours that meets the CSA Z1210-17 standard
  • The safe patient handling training recognized by the ASSTSAS (the joint health and safety association of the health and social services sector)

The attendant must then keep these certificates up to date. The second course is described in our article on the PDSB training.

Section 27.1 requires the operator of a category 2, 3 or 4 residence to offer an onboarding process to new employees. It covers the fire safety plan, the code of ethics and the procedures in Schedule III of the regulation.

Criminal record checks

Under section 31, anyone who wants to work in an RPA gives the operator, before starting work, a declaration of their criminal record and a written consent to its verification. The check covers all Canadian provinces. Section 34 requires an operator who uses a staffing agency to obtain from it a guarantee of the same check.

Staff present at all times

Sections 17 to 20 set the minimum number of adults present day and night for supervision. It varies by category and number of rental units. In category 4, at least 1 staff member is required under 50 units, 2 from 50 to 99, 3 from 100 to 199 and 4 from 200 units.

A new regulation in preparation

The February 3, 2026 impact analysis covers a draft Regulation respecting the operation of private seniors' residences. It would replace the current regulation, adopted under the former act. In residences for semi-independent seniors, employees who provide personal care would no longer need a DEP, an AEP or an equivalent. They would take a 14-hour course on the administration of medication and invasive care activities. As of October 20, 2026, LégisQuébec still shows the certification regulation.

Frequently asked questions

What is the regulation on the certification of RPAs?

It sets the operating rules of private seniors' residences: categories, supervision, staff training, criminal record checks. Its version up to date as of July 1, 2026 can be read on LégisQuébec. A draft regulation on the operation of RPAs, described in an analysis dated February 3, 2026, is to replace it.

Where can I find RPA training?

Attestation of vocational studies (AEP) 4257, "Assistance à la personne en résidence privée pour personnes aînées autonomes et semi-autonomes", has 180 hours over about 2 months, according to Inforoute FPT. The school service centres that offer it and their start dates appear on the program page.

What is the salary of a patient care attendant in 2026?

In the public network, the CPNSSS (the bargaining committee for the health and social services network) job title nomenclature of September 15, 2026 sets the rate of title 3480 at $29.40 an hour as of April 1, 2026. In an RPA, no public scale applies: the employer sets the wage, which cannot be lower than the minimum wage of $16.60 an hour in force since May 1, 2026. For its calculations, the February 3, 2026 analysis uses an hourly employer cost of $34.30 for a supervision employee in a residence for semi-independent seniors, based on a Santé Québec compilation from December 2025. The details are in the attendant's salary.

Who is eligible for an RPA?

The act describes a clientele mainly made up of people aged 65 and over. The category of the residence then shows who its services are for: independent, semi-independent or with a moderate to severe loss of autonomy. To look for a job in this setting, see where to apply.
